FOGARIM home loan: civil servant, employee or self-employed — who is entitled to what?
Updated on 20 September 2026

Civil servant, private-sector employee or self-employed: your professional status decides the best-suited scheme. A clear comparison, profile by profile.
The essentials in questions
Is a civil servant entitled to FOGARIM?
FOGARIM mainly targets modest or irregular incomes. A civil servant, with a regular income, is better suited to Damane Assakane or a conventional loan — often on good terms thanks to job stability.
Does a private-sector employee fall under FOGARIM or Damane Assakane?
An employee with regular, sufficient income generally falls under Damane Assakane or a conventional loan. FOGARIM mainly concerns modest or irregular incomes, including some low-income employees.
Can a self-employed person without a payslip benefit?
Yes — that is FOGARIM’s core audience. The state guarantee offsets the lack of a regular salaried income, provided you justify your income (statements, declarations, certificates).
The principle: the scheme depends on your income profile
In Morocco, state-guaranteed home loan access varies with how regular and how high your income is. Three typical profiles stand out — and each is not entitled to the same scheme.
Civil servant: stability and Damane Assakane
The civil servant has a regular income and stable employment, very reassuring for the bank. They are better suited to Damane Assakane or a conventional loan, often on good terms, sometimes with the payment deducted at source.
Private-sector employee: by income level
A private-sector employee with regular, sufficient income generally targets Damane Assakane or a conventional loan. A low-income employee may instead be steered toward FOGARIM. The payslip and seniority weigh in the decision.
Self-employed / liberal profession: FOGARIM’s core
Artisans, traders and liberal professions without a payslip are FOGARIM’s historic target. The public guarantee offsets income irregularity; it must be justified by other means. See our complete list of supporting documents to prepare the file.
